Here, the panel is a grid of two text columns. However, the pane can be horizontally or displayed as full-width.

The pane is visible at the bottom, by Scrolling the page down/Up.

The pane can be expanded. By expanding the text, the text will be wide, even if it is divided into 2 columns.
The circle icon for expanding the panel can have symbol of plus- minus, or plus-x, as desired.

The text in the panel is "rich text".
If the text is long, then a scroll bar will be displayed on the side.

Scrolling down the bottom of the page, the panel disappears, and the full text is automatically viewed, lengthwise, at the bottom of the page, above the footer.
Scrolling up to the top of the page, the sticky panel is displayed again.
